The page must have a "multimedia" feel to it. Obviously, a text only page could never qualify, unless it was somehow done in a multimedia fashion (Developers, there's a challenge for you!). 

The page must load in a reasonable amount of time (Still looking for a reasonable definition for "reasonable".) 

We are looking for multimedia excellence, not blitz. This is rather like the difference between a pleasant breeze and a gale force wind. Of course, there's nothing wrong with an occasional gust! 

Subtlety is welcomed and encouraged. There's no need to insult browsers' intelligence by bombarding them with loud, mindless graphical noise, a la TV commercials. 

The Cool Multimedia Site of the Week will show a sustained amount of imagination, planning, ease of use, as well as a feeling of being pleasing to the senses.
